Quy định về kiểm định các thiết bị, dụng cụ điện trung thế
Kiểm định là yêu cầu bắt buộc đối với các tổ chức, cá nhân sử dụng, vận hành các thiết bị, dụng cụ điện. Kiểm định không chỉ đáp ứng yêu cầu pháp luật, mà còn đảm bảo an toàn cho người sử dụng, vận hành. Phòng tránh cháy nổ, sự cố điện gây thiệt hại tới cơ sở vật chất và điều kiện sản xuất của doanh nghiệp.
Danh mục các thiết bị, dụng cụ điện trung thế có yêu cầu kiểm định
Thông tư 33/2015/TT-BCT quy định 06 thiết bị, dụng cụ điện sử dụng ở môi trường không có nguy hiểm về khí cháy và bụi nổ, có cấp điện áp từ 1.000V trở lên, bao gồm:
- Chống sét van – Xem dịch vụ: Kiểm định chống sét van – RSIC;
- Máy biến áp – Xem dịch vụ: Kiểm định máy biến áp – RSIC;
- Máy cắt – Xem dịch vụ: Kiểm định máy cắt – RSIC;
- Cáp điện – Xem dịch vụ: Kiểm định cáp điện – RSIC;
- Cầu dao cách ly, cầu dao tiếp địa – Xem dịch vụ: Kiểm định cầu dao cách ly, cầu dao tiếp địa – RSIC;
- Sào cách điện – Xem dịch vụ: Kiểm định sào cách điện – RSIC.
“Theo quy định tại Thông tư 33/2015/TT-BCT các thiết bị điện, dụng cụ điện trung thế cần kiểm định an toàn trước khi đưa vào sử dụng, trong quá trình sử dụng và sau khi sửa chữa.”
Nội dung kiểm định các thiết bị, dụng cụ điện trung thế
Nội dung kiểm định được quy định cụ thể trong các quy trình kiểm định được ban hành tương ứng với từng loại thiết bị, dụng cụ điện. Bao gồm một hoặc nhiều nội dung chính sau:
- Kiểm tra bên ngoài;
- Đo điện trở cách điện;
- Đo điện trở của các cuộn dây;
- Kiểm tra độ bền của điện môi;
- Đo điện trở tiếp xúc;
- Đo dòng điện rò;
- Đo các thông số đóng cắt thiết bị;
- Kiểm tra hoạt động của các cơ cấu an toàn, các bộ phận có chức năng bảo vệ như bộ điều tốc, phanh hãm.
Tổ chức kiểm định các thiết bị, dụng cụ điện trung thế – RSIC
Tổ chức thực hiện dịch vụ kiểm định phải đáp ứng yêu cầu quy định tại Thông tư 33/2015/TT-BCT.
Công ty CP Chứng nhận và Kiểm định kỹ thuật an toàn Khu vực I – RSIC được Bộ Công Thương chứng nhận hoạt động kiểm định theo giấy chứng nhận số 1494/GCNHĐKĐ-BCT. Phạm vi kiểm định các thiết bị có cấp điện áp từ 01 kV đến 220 kV. Nội dung quy trình kiểm định do RSIC xây dựng trên cơ sở quy trình khung do Bộ Công Thương ban hành. Cụ thể:
- Máy biến áp. Quy trình kiểm định máy biến áp Số hiệu QTKĐ-MS 001;
- Máy cắt. Quy trình kiểm định máy cắt Số hiệu QTKĐ-MS 002;
- Chống sét van. Quy trình kiểm định chống sét van Số hiệu QTKĐ-MS 003;
- Cầu dao cách ly, cầu dao tiếp địa. Quy trình kiểm định cầu dao cách ly, cầu dao tiếp địa Số hiệu QTKĐ-MS 004;
- Cáp điện. Quy trình kiểm định cáp điện Số hiệu QTKĐ-MS 005;
- Sào cách điện. Quy trình kiểm định sào cách điện Số hiệu QTKĐ-MS 006.
Chu kỳ kiểm định thiết bị, dụng cụ điện trung thế
- Kiểm định lần đầu: được thực hiện trước khi đưa vào sử dụng, vận hành thiết bị, dụng cụ;
- Kiểm định định kỳ: được thực hiện trong quá trình sử dụng, vận hành.
a) Đối với các thiết bị điện trong dây chuyền đang vận hành không thể tách rời để kiểm định riêng lẻ, được kiểm định theo chu kỳ đại tu dây chuyền thiết bị;
b) Đối với các thiết bị điện không thuộc dây chuyền đang vận hành không thể tách rời, thì hoạt động kiểm định được thực hiện định kỳ theo quy định của nhà sản xuất, nhưng không quá 36 tháng.
- Kiểm định bất thường: được thực hiện khi có yêu cầu của cơ quan nhà nước có thẩm quyền hoặc khi đã khắc phục xong sự cố hoặc theo nhu cầu của các tổ chức/cá nhân sử dụng, vận hành thiết bị, dụng cụ.

Để kết quả kiểm định đáp ứng yêu cầu pháp luật quy định tại Thông tư. Hoạt động kiểm định phải được thực hiện bởi tổ chức kiểm định đã đăng ký hoạt động kiểm định với Bộ Công Thương. Danh sách các tổ chức đủ điều kiện hoạt động được Bộ Công thương công bố trên cổng thông tin điện tử tại đường dẫn: https://www.moit.gov.vn/gcn

- Hỗ trợ trọn gói, tư vấn khắc phục các vấn đề (nếu có) trong quá trình kiểm định;
- Thực hiện nhanh chóng trên toàn quốc;
- Chi phí đảm bảo tiết kiệm nhất.
Xử lý kết quả kiểm định
Ngay sau khi kết thúc kiểm định, thiết bị, dụng cụ điện đạt yêu cầu được RSIC dán tem kiểm định. Tem được dán tại vị trí không bị che khuất, dễ quan sát và tránh được các tác động không có lợi của môi trường.
Bên cạnh đó, RSIC cấp Biên bản kiểm định; Giấy chứng nhận kết quả kiểm định cho cá nhân; tổ chức sử dụng, vận hành thiết bị, dụng cụ điện.
